LCS Enhancement for Contractors
Challenge
In the past, the contractor would complete the d4 Work Permit Schedule Form, but more than 50% of the time the form would either be incomplete or illegible due to handwritten submissions which would cause delays in processing. The Permit Work Scheduling Request process cannot start without the completed application. Additionally, the contractors would constantly call daily as to the status of their lane closures. These delays would cause time budgeting issues which would minimize the inspectors to allocate more time to engineering work, pre-construction meetings and customer service inquiries, since the inspectors are embedded in Traffic Engineering support, field reviews, and reviewing lane closure request which seasonally is approx.. 1,000 – 3,000 Lane Closures weekly. So, it is not actually humanly possible to check with Stakeholders weekly status of lane closures.
Solution
To achieve a performance target for lane compliance of 86% for this year, the procedures were written for the contractors to follow and forced the contractors to submit lane closure requests through LCS. Since the contractors are directly receiving the automated non-compliance emails, it minimized the effort in notifying the contractor, and District 4 went from 64% compliance to achieving a performance target for lane closure compliance of 86% for this year. Forcing the contractors to submit lane closure requests through LCS made the difference. Since the contractors are directly receiving the automated non-compliance emails, it minimizes the effort for the State Representative in notifying the contractor.

Contractors can verify the approved closures IDs by logging into Lane Closure System
