Transformation in Action: The IT Strategy Management Office
Challenge
Before the IT SMO's creation, Caltrans' IT strategy was decentralized and lacked an efficient coordination mechanism, resulting in inefficiencies that limited the IT Program's impact on the California transportation network. As such, Caltrans identified the need for a dedicated entity to ensure coordinated governance, oversight, and enhanced execution of the IT Strategic Plan.
Solution
The introduction of the IT SMO marked a transformation in how IT strategy is managed and aligned with the enterprise's broader goals. This centralized approach unifies IT strategy management under the IT SMO, aligning IT goals with Caltrans' strategic plan, optimizing the IT strategic portfolio, and ensuring effective oversight of the IT projects that actively contribute to those goals. By serving as the enterprise's center of gravity for strategic initiative and execution, the IT SMO embodies Caltrans' innovative approach to enhancing organizational strategy and operational efficiency.

Improved coordination and oversight of IT strategy development and execution
Enhanced alignment of IT initiatives with Caltrans business objectives
Streamlined decision-making through an integrated governance model
